Both previous answers are incorrect. It includes both the frame AND tools to adjust the strap. The tools are not great quality though; it is somewhat hard to remove links since the tools are mostly plastic.

It is a band with attached frame . Package included tools to remove links for size adjustments. This was a very easy process to remove links and i have small wrist it fits and wears nicely.

It includes the square frame. It does not include tools to add or remove links. I took mine to a local jewelry store to have 2 links removed. Luckily they did not charge me for the adjustment.
