You buy it once. When the full version is released you'll be updated to it. It's bound to your Xbox account as it's just a code.

You will own the full game once it is released. You are pretty much investing in a game that could be a full release one day. Perfect example is the game Ark, it was $30 if you bought it day one and when it was released as a full game it went up to $60.
