- Answer Games are Region Free. You may run into issues involving the store as DLC region usually needs to match the games. As for power, it depends on the Region. The power cable for the PS4 is fairly generic so it can be swapped for one compatible with the region.

- Answer No. On specs it states GOW and horizon will be dlc and last of us is probably a disc.
