No, you have 1tb of storage but the actual software that makes the Playstation work also has to be stored. Youll see that this is the same with any storage device. You'll lose a bit of storage so the device can work properly.

You weren't cheated. When it says it has 1tb of memory, it actually does. The thing is, some of the memory has to be allocated to system functions which reduces the amount of memory available for installing games.
