Any SSD drive will greatly improve performance over any standard mechanical hard drive. I have resurrected some older computers simply by upgrading to an SSD.

As long as it's sata 3. Pretty much anything can use an SSD I can use an adapter and use it on my phone if I wanted to, yes an SSD will help only if the rest of your hardware is actually good itself as well. If you just have a Celeron or Pentium processor and 4gb of ram it's not really going to make much difference as the hardware is just as slow as the hard drive.
