Do I have to charge anything first null

Mine arrived 100% charged when I turned it on for the first time and dropped to 98% after I played around with the multi-function led lights.

I did and it appeared to need charged since they probably sit in a warehouse for awhile. Even a cell phone will lose it's charge if you just let it sit.
