• Yes I was using 8.1 when I bought it and then upgraded afterwArds and it worked just fine

• Yes works with both. Might have to go to Control Panel and Sound. Then go into tabs and right click where it shows Razer Chroma and choose set as default. Wallah. It is now working. I have used it on both Windows versions.

• Yes it does. Just plug then in and go to the Razer website to get the software you need for the surround sound. I think the software, or driver, was Razer Synapse 2.0

• I haven't tried it with Windows 8.1, but I've had no problems on Windows 10. It works very well!
