Yes. It works on anything with an average audio port, as far as I have tested.

As long as your iPad has the 3.5mm headphone jack: if it only has the lightning jack, you’ll need an adapter. They may not have the 7.1 surround sound, though, as that’s enabled through an app you have to download.

No it only works with older mobile devices, consoles, and PC. I I plugged into my pixel 1st Gen and it didn't work.
