you do NOT have to shut off the water. Once you twist the old filter out, the water stops automatically, except for a few residual drops.

While it isn't necessary to turn off the water supply valve prior to changing the filter, doing so may help to alleviate the pressure in the lines making it easier to remove the old cartridge and install the new one. - Ms. Samsung
