It isn't unusual for air in the lines to cause sputtering or lapses in the water flow, so it's recommended that you dispense about 5-6 gallons of water after installing or replacing the filter to bleed air from the lines. If the issue you're experiencing is directly related to the position of the cartridge, and the locked position does not allow the water to flow, it may be necessary to have a technician assess the cause and find a solution.
