Yes it can, by not hooking up the GPS portion

Hi Pathman! Essentially yes, as the GPS logger is a separate piece/extension of the cam that can be pulled out when you want to disable the GPS recording. Keep in mind the GPS feature and keeps tracks of your trips by embedding the GPS location info directly into the dash cam video file so your location is never shared anywhere.
