YES, cell phone backup is available BUT ONLY IF YOU BUY MONITORING SERVICE. If you already have Ring doorbell and subscribe to plan (about $100 a year if you pay upfront) then all your Ring Devices are covered. so the Ring alarm monitoring will be included. for example I have ring doorbell and security lights and paid $100 to have videos storage for a year. When I purchased the Ring alarm I did not have to pay extra for the Monitoring Service and cell phone backup is included (AT&T provides Ring with that). FYI....You will have to see if your town requires a permit for Alarm System (mine Did Not). When you activate your Monitoring Service Ring will check and notify you if you need one.

If the facility you're needing to protect has no internet, you can save money and get a motion sensor with a loud siren. Since there's no way to contact you, that's all any system will do anyway.
