“If I purchase this to replace a back porch light, will I be able to turn the wall switch off and then on to activate lights before stepping outside? I know I have to leave the switch on for the camera/motion to have power but also want to turn on w/o app.”

No.You need the app to leave the light on.

However, the Ring Floodlight Cam Plus lights are motion activated, so you can customize the settings of the motion detection through the Ring app so that the lights turn on each time you walk outside.
