If you have it connected to your home WiFi and have the Ring app on your smart phone you will get the door bell notifications. You get 1 months free cloud service with the device, after that you have to pay $3 a month to be able to see any past activity that you miss from the RIng device.

Absolutely. Out of the country.. different story. It is very hit or miss. But within the US I have not had many issues connecting; usually in the US it is due to a weak cell connection.
