You will need internet to download the program guide but it does not have to be constantly hooked up to internet. I use my 3G or 4G from AT&T mobile internet and it works fine.

If you mean getting rid of internet completely you can't do that because it connects to internet to download your TV guide and if you want to stream anything obviously. The older Tivos had a phone line built in to dial up to download the TV guide but I highly doubt you have a phone line these days. You might be able to run a wifi hotspot from your phone once a week and connect to it with TiVo to download the TV guide. I've never tried that but I can't think of a reason why it would not work.
