We update the TiVo programming through our iPhone hotspot. The initial setup took a lot of data, but it works OK. We update our TiVo service whenever our hotspot is on. We don't have Netflix or other online TV programs. We just use an over-the-air antenna.

TiVo Romario OTA requires Wifi in order for it to run. I would say in your case it would probably not work.
