“I have a blu-ray player sending out a 192kHz signal and a DAC capable of receiving this signal, but all I get is a 48kHz signal to the DAC from an 8 ft cable. The DAC would automatically switch to the better signal if it was receiving it. What is wrong?”

It's most likely is not the cable unless it is damaged. If the cable is malfunctioning it will most likely drop in and out at all and any sampling rates.
