You should be able to download the app, and make sure your roku and phone are on the same network. Or Bluetooth. And have your phone discoverable. It should pop up the roku.

Bhett , The Roku Mobile app can only connect to a Roku device that is already set up and connected to the same network as your Mobile Device that you will be using the Roku Mobile app on(Phone or Tablet). If you have already done a factory reset on your Roku Express HD and do not have the original remote ,you will need to use a compatible Roku remote to first setup your Roku Express HD before being able to use the Roku Mobile app to control the device. If you have a Roku Simple Remote(remote without voice search or private listening) available you can use that to set up your Roku Express HD. You'll want to make sure the Roku Remote you are using has 'line of sight' to your Roku Express HD.
