Can you download other apps with Roku Express ?? null

Yes. You can search for the apps (streaming video) that you want to include in your library. For example, I downloaded YouTube TV and it gives me access to everything I used to watch via my CATV company and set top box. I no longer have any set top boxes in my home.

Yes, you can download a ton of apps. Not sure what you mean by other apps, but a ton of channels...you can go to roku.com to check out some of the selection
