“Why don't Samsung stylus' work for any Samsung tablet? Are they somehow programmed to only work with the stylus they were sold with? Seems odd.”

Samsung makes certain tablets designed to work with S Pen. If the tablet originally came with a S Pen stylus it should work. Tablets that do not come with an S Pen are NOT compatible and the S Pen will not work on them. Kind of stupid design in my opinion, but is kind of the same issue Apple's Pen has with iPads. Only the iPad Pro supports the Apple Pen - iPad Air does not.
