Of course it converts form 110 V to 220 V. You can charge your phone or use appropriate hair tools. With respect to your other question, this is what the description says: "Adhere to power standards in countries around the world with this Samsonite 49604-1073 kit that includes a 1,600 W converter, 4 country-coded adapter plugs, replacement fuses and a pouch for simple power management while you travel." I tried the universal transformer with a curling iron and it did not even get warm. It is a great tool for traveling. I can't say anything about the other element/piece that is designed for Great Britain, Hong Kong, Ireland, Africa and Singapore because I did not travel to any of those countries. Hope this helps.
