• I don't think that MS Office can be loaded onto the Chromebook. If it will, it will be an abbreviated version and not too functional.

• Yes, you should be able to load both the Chrome OS version of MS Office, as well as the Android versions of the individual Office programs as the Chromebook 3 is also capable of running Android apps as well.
