“Can the rack height be adjusted after installation? The person who installed our dishwasher left the inside only partially assembled and broke one of the wheels. The top rack is positioned so low that dinner plates don't fit in either rack.”

The top shelf can be adjusted , it should has two wheel assembly one top and one bottom. Just remove the whole rack out and insert back again with bottom wheels in the rail.
