“Will this TV fit on top of a 28" cabinet? I can't tell from the picture if the feet's angles can be adjusted and if the feet are slightly inside of the edge of the TV”

The feet on the TV are stationary and once screwed in cannot be moved. Distance from widest edge of angled foot to other widest edge of foot is 27”.

Yes it should just make it. The TV is 29” wide and the non-adjustable plastic feet are inside that measurement.
