“Looking over the features of the TV it says it has "Motion Rate 120" but then the specs tab says it's has 60hz refresh rate. This has me a bit confused, does it have a 60hz or 120hz refresh rate?”

It’s Samsung marketing. Motionrate 120 = 60 hertz, Motionrate 240 = 120 hertz. You got to look at higher models in their lineup for motionrate 240. I think the Samsung Q80T and above trims have 120 hertz.
