“Is it normal for the burners on the left (griddle side burners)to cycle on and off when they are turned to high? A large pot of water won't come to a boil and it t takes about 15 minutes to heat up when I used the griddle because it is cycling on and off.”

I turned on the griddle side both of them on high and they stay hot for over two minutes and never cycled off
