I see it's recommended to use M8 22mm 1.25mm pitch screw.
Are spacers needed?
I feel the back is flat enough and no need to use spacers.
Screwes I have are however 25mm long,
Any help is greatly appreciated.

This is OP.
Upon check, I found that 26 mm is length of the hole. 
So actually I went w/o spacer and also w/o washer as not loose that 1mm (for the top). For the bottom, I used washer between bracket and TV as TV is not perfectly flat.

Hi Pannna! Spacers may be needed if you are using screws longer than the suggested size. If using a screw 22mm in length you should not need to use spacers. ^Tim
