“I just got this washer and noticed it barely wets the clothes to wash them! I have tried the Normal and quick setting and still the washer does not fill. Is this normal? It washes clothes by just wetting the clothes instead of filling washer with water?”

Thank you for asking about this, Jen! Samsung washers do use much less water than older style washers. We use advanced technology to conserve water, but still get your clothes as clean as possible.
