Same ringtone does play through earbud. And announcing who’s calling is setup through your phone. Not the earbuds.

Most newer Galaxy phones have a setting in the sound assistant app that can be downloaded from the Galaxy store to play the ringtone thru Bluetooth. As far as them announcing who's calling i don't think so as they would need access to your contacts. Yes a series of taps should ignore the call.
