take the device back, not even Samsung can decry-pt it. the phone look like it was used and returned by someone. most likely a stolen device. it happen to me before, i purchased a device at the 5th Ave store and it was open box and the device was encrypted, there is nothing that can be done by Bestbuys or Samsung onsite service team.
