• Yes you use this with an Android phone with on the go features (most do) I use and media card reader and transfer files to SD all the time ... since this has a standard USB port can have so many uses ... I've used it for - game controller, mouse, USB thumb drives, SD media reader ... only one thing I've seen not work and that's a standard network adapter and that's more phone compatibility than this cable

• Yes if the tab 3 has a micro usb port like my samsung pro does.
