UPDATE** The note 10 has an option to make the screen flash or the camera when you get a notification.

Note 10+ have this edge light so u cant miss a notification.

It doesn't have the lights on top like the no9 did where they would blink red or green or blue. .I actually just tried it out bc I never noticed until you asked. There was no lights BUT there is edge lighting. It lights up around the edges under apps or when your screen is off.
