• Yes .!! Now there day's those smart phone is coming. Can work everywhere in the world. And it's unlocked.

• Yes, it should be able to if you have an International version or if the carrier provides you the "unlock" code. Then it is a matter of obtaining a SIM card for who you intend to use and the radio is set correctly.
