“Do preorder phones from Best Buy for Sprint come delivered with the box pre-opened? My Note 10 plus came in the mail today (pre-oreded through Best Buy) and the Samsung box was already cut open. I was told it was to insert the SIM card. Is this true?”

I would have to say yes,. I just had a replacement brought to my home and the insurance guy opened the box and then had to open another package to put the sim card in it. So if shipping it to you it is very likely they opened the box and put the sim card inside.
