Just order the phone with the eligible number. When the phone arrives, call Verizon and have them activate it under the number you want to use. I've done it a few times without any problems. The number you choose to use for the phone won't change when that number is eligible for a new phone. You can also switch phones between numbers on your account whenever you'd like.
