Seems to me your confusing two things. The $31.25 price tag you pay for the phone is like a lease - or financing. When your done paying the $31.25 you should own the phone. Because your buying the phone, and Sprint is not funding it, there should not be a term to your contract. You can leave whenever - you just owe Sprint for the phone.

I dont know if this will help but on my bill the price of the phone is in addition to the sprint cell phone plan. But i already had a sprint plan so it might be different when activating an account.
