With my experience the activation wasn't on my first bill with the phone but the second. I would say it has to do with when you activate it during your billing cycle.

Yes when you pay your first payment you'll receive the phone ready to activate. In order you get this phone depends on your status with verizon. If you are in contract you'll have to put down 15% cost of phone but if you're eligible to upgrade then you pay activation fee and first payment. If your a new customer you may need to put a deposit plus activation fee and first payment
