• no, this was very much botched by Samsung and Best Buy. No one who pre ordered from Best Buy got this promo since they were all sold out before release date.

• As long as you Pre-Order the device you are qualified to receive the VR promotion. Be aware that it is a SAMSUNG promotion, not Bestbuy, so you do have to submit proof to Samsung themselves (receipt, email confirmation, etc) that you did pre-order the handset and you should receive the VR device within 6-8 weeks from data submitted while supplies last of course.
