Unlocked means you can bring it to MOST carriers and use it anywhere. Activate now means that they are going through your phone company to activate it and set it up. Activate later simply means that you will set up the phone on your own without any help from the people at Best Buy. It does not require a plan, I purchased the unlocked version so I can use it on cricket wireless
