“What does "activation" means? How does this, if it does, affects customers from outside of the US? Thanks”

I believe activation means you are activating your phone with 3 choice of carrier (sprint, att or verizon). The phone will still work if you bought it unlocked phone but activating outside US, However, best buy will charge you full price instead of discount price
