“If I purchase an UNLOCKED S9+ and insert my Verizon SIM will I be able to talk and surf simultaneously when not connected to wifi? Also, has anyone had any call quality issues? My S8+ has absolutely horrible call quality during interstate travels.”

As long as Verizon supports unlocked phones, you should be fine. By the way, this phone look only accepts Nano SIM cards.
