Only if you buy one from a wireless carrier that is AT&T Verizon Sprint or any other carrier. Then you will have a SIMs card in the back of the tablet which will then give you the ability for Hotspot.

No it's a wifi tablet so it doesn't broadcast. It only connects to incoming signals.
