Is this unlocked, needed for another country null

This is a Wi-Fi model, it does not connect to a cell network. It will easily sync with a Samsung phone but it is not stand alone for LTE. I have not tried to sync it with my non Samsung Android phone for calls and texts but I don't see why it wouldn't..
