“I'm thinking of getting this for my son to play Pokemon Go. I see that it is GPS enabled, but does that mean it has location services? Would we be able to download the app and let him play from a hotspot or wifi without having to do a big work around?”

I don't play this game but it is easy to connect to any wifi spot. As for location and GPS, many of the apps recognize your location and many ask permission to use the location so this should be any problem. It will often direct me to the closest store and seems fairly accurate. Good little tablet.
