I'm not sure. Me and my wife both have active 2 watches with no plan and it connects with bluetooth. It gets texts, calls and notifications just like your phone as long as it's close enough.

I dont see why not, it has so many other functions. You probably just have to go online and open an account on Samsung wearables to download apps and change the face if you would like.
