No, a U.S. version of the advertised Galaxy Watch FE LTE is not guaranteed to work with carriers outside the USA due to regional differences in LTE bands. While the watch is "unlocked" in the sense that it isn't physically locked to a single carrier, its LTE connectivity is tailored for North American networks and may not function correctly on European or Latin American cellular networks.
