I was wrong! You need a phone number and cellular service on a cell phone. The 2 year offer piggybacks n your existing phone number. So if you’re out of range from the cellphone then Google Fi will send text messages to your watch over their cellular service. So YES u need a preexisting phone number on a cellular service. Data is independent of your cell service. From Google Fi “ To use data and texting, you must set up and pair your watch with a compatible phone, and your phone must have an existing phone number and texting provider. Texting also requires the Samsung Messages or Google Messages app.”

He will need a phone with data to download the Samsung Wear App to set up a mobile plan. Will also require an email. Look at the pictures in the product information, and there is a graphic with the 4 step process.
