Where can I download the Samsung IconX PC Manager that they talk about all over the place? Samsung's site does not have it. null

Here you go, there is where I downloaded mine. It works wonders. I'm using a MacBook, but it says it works for Windows as well.

If you have galaxy 7 phone go to galaxy apps. Or download from google play store

if you have samsung galaxy 7, it's in the galaxy apps on your phone. Don't know about earlier versions, but they have the app at the google play store

Plug them into your computer and the application is under tools in the buds themselves.
