A watch must be considered "refurbished" when it is returned to the store for any reason ranging from manufacturer defects (Best Buy may return the product to Samsung if that's the case) to buyers remorse. Most of the time, there is nothing wrong with the watch, but since the product is opened and out of its original packaging, it cannot be sold as a new product. If there is a function that is not working as expected, it is fixed and certified to work properly before it goes out for sale again. So to answer your question, "what" is refurbished is different for every watch.
