this sound bar absolutely passes dolby vision. I used my Nvidia Shield to test this. The sound bar will pass Dolby Vision when the source is lowered to 24hz instead of 60hz. If you are having trouble getting dolby vision to pass through, changing that setting worked perfectly. other rule of thumb is to set your TV to "Passthrough" only, dont use "auto". that should let the soundbar be recognized as a full Dolby Atmos (DD+) source more consistently.
